Program Manager  - Multiple Contracts



The Program Manager (PM) is responsible for the management of profit and loss, business development growth, and overall performance of the contracts and task orders. For organizing, directing, and managing all aspects of contract operational support functions involving multiple complex and inter-related project tasks that often require managing teams of contractor personnel at multiple locations. Provide overall direction of program activities. Manage and maintain contractor interface with the senior levels of the customer’s organizations. Consult with customers and contractor personnel to formulate and review task plans and deliverables, ensuring conformance with program and project task schedules and costs and contractual obligations. Establish and maintain technical and financial reports to show progress of projects to management and customers, organize and assign responsibilities to subordinates, oversee the successful completion of all assigned tasks, and assume the initiative and provide support to marketing personnel in identifying and acquiring potential business.


Job Duties:


  • Advise and assist customers regarding the technical scope of the contract
  • Serve as focal point for all contractor functions that pertain to contract deliverables, and ensures on-time delivery of requirements, and monitoring and notification of required modifications.
  • Ensures all aspects of planning, scheduling, organizing, managing, and assessing performance of all personnel under the contract and subsequent contracts.
  • Provides all reporting information required under the contract and direct All Native Supervisor accurately, thoroughly and timely.
  • Responsible to the Contracting Officer (CO), Contracting Specialist (CS), Contracting Officer's Representative (COR), and Program Office for all contract performance issues and service levels.
  • Accomplishes strategic objectives by overseeing multiple project activities
  • Manages and directs ongoing strategy to mitigate risk and maintain continuity of operations in accordance with the requirements specified in the PWS.
  • Works with Human Resources on recruiting, selecting, orienting, training, assigning, scheduling, coaching, counseling, and disciplining employees; communicating job expectations; planning, monitoring, appraising, and reviewing job contributions; planning and reviewing compensation actions; enforcing policies and procedures.
  • Achieves operational objectives by contributing information and recommendations to strategic plans and reviews; preparing and completing action plans; implementing production, productivity, quality, and customer-service standards; resolving problems; completing audits; identifying trends; determining system improvements; implementing change.
  • Responsible for maintaining the current contract and successful re-compete.  Also responsible for the growth of the current contracts and identifying new business opportunities within all agencies.
  • Meets financial objectives by forecasting requirements; managing profit and loss, preparing budgets; scheduling expenditures; analyzing variances; initiating corrective actions and providing monthly progress report.
  • Enhances department and organization reputation by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to job accomplishments
  • Attend meetings and conferences as necessary
  • Updates job knowledge by participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations.

  • Must be able to obtain and maintain the necessary security clearance-level required by contract(s).
